Biography
Professor Hooper holds a PhD in criminal justice from Claremont Graduate School, a Master’s in Public Administration from the University of Southern California, and a BA in geography from the California State University, Northridge. He began his involvement with the criminal justice system as a member of the Los Angeles Police Department (LAPD). Following a 23-year career with LAPD, he served as a faculty member within the Criminal Justice Program at Penn State University (PSU). After a 5-year stint at PSU, he returned to California to assume a leadership position within the California Commission on Peace Officer Standards and Training (POST). He served 13 years with POST. He joined Sonoma State University as a lecturer concurrent with his appointment at POST. He has authored numerous publications regarding the role of police in American society.
